The PDL (Premier Development League) is part of the United Soccer Leagues Soccer Pyramid and encompasses clubs from the USA, Canada & Bermuda. The Competition has 67 teams competing in four conferences, split into eight regional divisions.

GPS Portland Phoenix compete in the Eastern Conference, within the New England Division; competing against such clubs as Ottawa Fury, Vermont Voltage & New Hampshire Phantoms.
